A suspended scaffold, also called a hanging scaffold, is a work platform that hangs from an overhead support structure on a roof or building setback, rather than resting on the ground. That’s the core difference from a supported scaffold, which stands on legs, frames, or a base built up from grade.
NYC DOB treats the two as separate categories, and the code requirements, filing paths, and worker training attached to each aren’t interchangeable.
A supported scaffold carries its load down to the ground through a frame you can inspect from the sidewalk. A suspended scaffold carries its load up, through wire rope, a hoist, and an anchor point on the roof or parapet you mostly can’t see from below.
That’s why the training, on-site supervision, and filing requirements for suspended work are stricter: the failure point is overhead, not underfoot.
Suspended scaffolding earns its place when a supported scaffold can’t get close enough to the work, when an active sidewalk or a tight lot line rules out ground staging, or when the job is a narrow band following one wall rather than a full elevation.

NYC DOB recognizes three suspended scaffold types by how the platform is hung. Which one fits a given building depends on the roof condition, the parapet, and how far the platform needs to drop.
An outrigger beam extends out over a parapet or roof edge, anchored back with a counterweight or a tieback, with wire rope running down to the platform below. It’s the standard choice for taller drops and heavier loads, and it’s also the method that carries its own filing step: outrigger beam installations require a CD-5 application to the Cranes and Derricks Unit, with the Department notified before use.
A C-hook does a similar job on buildings where the parapet is thick enough, or shaped in a way that lets the hook sit directly over the edge without a beam projecting inward. It’s a faster setup on the right building, and like outrigger beams, it requires the same CD-5 filing and prior notification to the Department.
A davit is a fixed or portable arm, usually set into a sleeve built into the roof or parapet, that swings the suspension point out over the edge. Davits are common on buildings designed with suspended maintenance access in mind, and because the anchor point is a permanent part of the building, davits follow a different filing path than outrigger beams or C-hooks.

This is the part of the process that separates a real specialist from a supplier who just delivers equipment. NYC DOB requires scaffold-specific training for every worker on a suspended platform, and a designated foreman, a licensed sign hanger, or a licensed rigger must be on site at all times while the scaffold is in operation. No suspended scaffold job runs without that person present.
The rigger overseeing an installation must hold a license issued by the Department. The foreman must complete a 32-hour Department-approved course and carry a DOB-issued ID card. Workers on the platform must complete a 16-hour course and hold a Certificate of Fitness, issued by the licensed rigger or sign hanger running the job, not by the worker’s own employer.
Suspended scaffold work also falls under OSHA’s scaffolding standard, 29 CFR 1926 Subpart L, which sets federal fall-protection and platform-construction requirements on top of what NYC DOB requires locally. Both apply at the same time; one doesn’t substitute for the other.
Ask any suspended scaffolding contractor for the rigger’s license number and the crew’s Certificates of Fitness before work starts, not after. On a service where DOB has revoked rigger licenses following fatalities, that paperwork isn’t a formality. It’s the difference between a legal job site and a liability that lands on your project.
NYC and New Jersey follow different filing and permitting processes for suspended scaffolding. Here’s what applies to each location, including DOB NOW filings, CD-5 requirements, and when a design professional is required.
Since November 15, 2023, every suspended scaffold filing in New York City goes through DOB NOW: Build under the Suspended Scaffold work type, replacing the older CD5 and PW1 forms. The applicant of record can be a licensed rigger, a licensed sign hanger, or a Registered Design Professional, and only a PE or RA can select professional certification as the filing's review type.
Outrigger beam and C-hook installations carry an extra step: a CD-5 application filed with the Cranes and Derricks Unit, and the Department must be notified before either method is put into use. This is on top of the DOB NOW filing, not instead of it.
Not every suspended scaffold needs a Registered Design Professional behind it. A two-point, single-tier suspended scaffold, the configuration most often used for continuous facade work, can be designed by a licensed rigger instead, provided the support structure is anchored only by tiebacks, the load stays at or under 75 pounds per square foot, and either C-hooks are used or the drop from the roof to the top of the outrigger beam is under 15 feet. Outside those conditions, a Registered Design Professional is required.
New Jersey has no DOB and no rigger licensing regime of its own. Suspended scaffold work in New Jersey is permitted through the local construction official under the New Jersey Uniform Construction Code, N.J.A.C. 5:23, rather than the DOB NOW system described above. If you're planning work on both sides of the Hudson, expect two separate filing conversations, not one.

Every suspended scaffold job starts with a roof assessment, not a quote. Parapet condition, available anchor points, and setback geometry determine which of the three suspension methods applies and whether a davit sleeve already exists or needs to be built. Guessing at this stage is how the wrong method gets ordered.
Once the method is confirmed and the filing is in motion, the platform, wire rope, and anchor hardware go up under the supervision DOB requires: a licensed rigger, sign hanger, or foreman on site throughout.
A suspended scaffold is inspected daily while it’s in use, not just at installation. Inspection logs and load checks are part of running the platform safely for however long the job takes.
When the work is finished, the platform comes down in the reverse order it went up, with the same supervision requirement in place until the last anchor point is cleared.
